School Planning and Reporting
Effective planning and reporting underpin all the work we do at Te Kura Tuarua o Te Kauaeranga | Thames High School. Together, they ensure that our vision, values, Te Tiriti o Waitangi commitment and Graduate Profile are translated into clear priorities, actions and measurable outcomes for our learners.
School planning and reporting are governed by the Education and Training Act 2020 and the Education (School Planning and Reporting) Regulations 2023, which set out how boards plan for improvement and report progress to their communities and the Ministry of Education.
What We Are Required to Have
All schools are required to develop and publish the following core planning and reporting documents:
Strategic Plan (3 years)
A three-year Strategic Plan, developed in consultation with the school community, which sets out:
- Strategic intents (goals)
- Key priorities
- Measures of success
The Strategic Plan outlines how the board will meet its paramount objective of ensuring every student is able to achieve educational success.
Annual Implementation Plan (AIP)
An Annual Implementation Plan that:
- Identifies annual targets and actions
- Shows how the school will work towards its strategic goals each year
- Is published by 31 March annually
Annual Report
An Annual Report that:
- Summarises progress against annual targets
- Reports on student outcomes and school finances
- Is submitted to the Ministry of Education by 31 May, and published thereafter
Our Strategic Plan
Our Strategic Plan sets the long-term direction for the school and reflects the aspirations of our community for taiohi | young people.
The current Strategic Plan 2024-2026, was implemented in 2024 following extensive consultation in 2023. This included:
- A community survey
- Opportunities for input at community hui
- Engagement with the Te Ao Māori Strategic Ōhu
- Discussion and decision-making at board meetings
Following this process, the Strategic Plan was formally ratified by the school board.
In line with legislative requirements, the next Strategic Plan will take effect from 2027.

Annual Implementation Plan
Our Annual Implementation Plan (AIP) is developed by the Senior Leadership Team and ratified by the school board.
Each year, the AIP:
- Reflects progress made against our strategic goals
- Responds to emerging needs and priorities
- Aligns with Ministry of Education expectations
- Focuses on lifting achievement, engagement and wellbeing
Attendance Management Plan
From 2026, boards are required to have a specific Attendance Management Plan, recognising that regular attendance is a critical condition for learning and achievement.
Our Attendance Management Plan:
- Complements the Annual Implementation Plan
- Sets clear expectations, supports and responses
- Strengthens our ability to meet the board’s paramount objective

Our Annual Reports provide our community with a summary of:
- Progress against annual goals
- Student outcomes
- Financial performance
They include audited financial statements and a Statement of Variance, which reports on progress against planned targets.
