Te Tiriti o Waitangi | The Treaty of Waitangi
Te Kura Tuarua o Te Kauaeranga / Thames High School is committed to give effect to Te Tiriti o Waitangi (The Treaty of Waitangi), recognising its unique position in Aotearoa/New Zealand. This commitment supports the board’s paramount objective of educational achievement.
We will and will give effect to it by (Section 127 2 (e) of the Education and Training Amendment Act 2025)
- seeks to achieve equitable outcomes for Māori students
- takes all reasonable steps to provide for students to be taught, and to learn, in te reo Māori on request of their parents and immediate caregivers, and,
- takes reasonable steps to ensure that the policies and practices for the school reflect New Zealand’s cultural diversity.
We are committed to ensuring that our curriculum and culture reflect local tikanga Māori, mātauranga Māori and te ao Māori and taking all reasonable steps to make instruction available in tikanga Māori and te reo Māori achieving equitable outcomes for Māori students.
School planning and reporting
Effective planning and reporting underpins all the other work that we do.
The Education and Training Act 2020 and the Education (School Planning and Reporting) Regulations 2023 set out the planning requirements for kura | schools.
We are required to have:
- a 3-year strategic plan developed in consultation with their school community, that sets strategic intents (goals), priorities and measure. The plan is a summary of how the board will meet their primary objectives (set out in the Education and Training Act 2020).
- an annual implementation plan that sets annual targets and actions for working towards our strategic goals – published by 31 March, each year.
- an annual report that reports on the school’s progress and finances – submitted to the Ministry of Education by 31 May, and published thereafter.
Our Strategic Plan sets the high level direction for the school, reflecting the goals and aspirations our community for taiohi | young people.
The current Strategic Plan 2024-2026, was implemented in 2024, following consultation in 2023. Consultation included a community survey and opportunity to provide input at community hui, Te Ao Māori Strategic Ohu, and at board meetings. Following this process the the board ratified the strategic plan.
The next Strategic Plan will be from 2027 (Section 34 of the Education and Training Amendment Act 2025).

Annual Implementation Plan
Our Annual Implementation Plan (AIP) is developed by the senior leadership team, and ratified by the school board.
Each year, the AIP is modified to reflect progress being made on our strategic goals, and reflect Ministry of Education priorities, aiming at lifting achievement.
From 2026 we are required to have a specific Attendance Management Plan to complement the AIP.
